Las Vegas committee advances code changes to define wedding chapels and require itemized invoices

The Las Vegas recommending committee on Nov. 17 advanced an amendment to municipal code sections LVMC 6.84.001 and LVMC 6.84.050 that would define the term "wedding chapel," update operational requirements and require itemized invoices before services are performed.

The change, sponsored by Councilwoman Olivia Diaz, was presented by Darcy, who said the amendment "adds a clear definition of what a wedding chapel is, for licensing and regulatory purposes" and modernizes how chapels meet rate-posting requirements. "Chapels can meet the posting requirements for their rates through digital signage, through their website or printed brochures instead of having a physical sign," Darcy said. The proposal also requires chapels to give customers an itemized invoice of all charges before any services are performed to increase transparency for patrons.

City Attorney Jeff Dorkak told the committee staff received two written responses that did not challenge the substance of the bill but indicated some respondents might have misinterpreted aspects of the proposal; Darcy said staff will address those misunderstandings. The amendment clarifies that if a chapel offers services outside the scope of its chapel license, the operator would need to obtain the appropriate additional licenses.

An unidentified committee member moved to approve the amendment; the chair called for a vote and the motion passed (vote tally not specified in the transcript). The committee scheduled the item for consideration by the full City Council on Dec. 3, 2025.
