County public‑health transition, appointment and shelter‑funding request reported to HSAC

Monica said the Board will appoint Jill as the local public health authority at its June 12 meeting, noting the appointment is a statutory requirement.
"The board will be appointing Jill as the local public health authority. Statutorily, we have to have a person in that position," a county representative said during the meeting.
Monica also reported on shelter funding and Esperanza Village: the county submitted a request to the Oregon Health System (OHS) to sustain operations of shelters created under the original emergency order for the 2027 biennium; she said OHS has asked initially for operating‑cost needs and later may solicit requests to increase capacity. Monica said progress on Esperanza Village continues but construction has been delayed by weather and by the schedule of the vendor contracted to assemble pallet houses.
Committee members discussed coordination between housing, economic development and mental‑health infrastructure and the need to attract more local behavioral‑health providers. The county said it will circulate a public survey with a QR code link to solicit broad community input related to economic‑opportunity and housing questions.
No formal vote or budget appropriation took place during the meeting; staff described these items as ongoing operational and planning efforts.
