Al Bartel, chairman of the World Human Rights Network, asked the board to hold a public hearing on detainee rights, citing potential violations of Articles 3–5 of the Universal Declaration of Human Rights and urging "administrative and normative vocal input" from stakeholders. "A hearing is fully designed to plan, develop, evaluate, and coordinate this kind of public policy," Bartel said.
