HCPF outlines Community First Choice soft caps, caregiver-hour limits and rapid rule timeline

The Colorado Department of Health Care Policy & Financing (HCPF) told the Community First Choice Council in a December meeting that it will implement a set of governor-directed sustainability measures for the Community First Choice (CFC) state-plan benefit, including annual soft caps on personal care, homemaker and health maintenance activities and limits on hours a single caregiver may provide.
Lana Eggers, waiver administration and compliance manager, said the limits were part of the governor’s Oct. 31 budget package intended to close a multimillion-dollar deficit and make Medicaid long-term services sustainable. "What we're trying to do is to make conscious decisions on how we can ensure that our programs remain accessible to the most people on a long term basis," Eggers said.
