The West Covina City Council voted unanimously Dec. 2 to approve amendments to a purchase-and-sale agreement that will allow a developer to build a Texas Roadhouse restaurant on city land.
City development staff told the council the amendments change the execution date to Oct. 1 and add two 30‑day extension periods to the agreement. Councilmember Ali Cantos moved the item, Councilmember Brian Gutierrez seconded, and the roll-call vote was 5–0 in favor.
After the vote Mayor Tony Wu said the sale would put “about $3,000,000 into our general fund.” The development director described the transaction as already in escrow with the amendments intended to provide timing flexibility for closing.
Councilmembers framed the approval as an economic development win for West Covina, noting the project will be sited near the freeway in front of West Covina Plaza and is expected to add a recognizable restaurant brand to the city’s business mix. There were no recorded objections to the sale during the meeting.
The council approved the consent calendar (items 1–3) earlier in the meeting by a separate 5–0 vote.
