Summary

Early Learning Center leaders and school officials told the commission that childcare demand in Coffey County has grown substantially and that infant care capacity is especially scarce. Presenters described long waiting lists (roughly 50 children reported by the center) and high turnover among childcare staff, which they said harms continuity of care and workforce participation.
Speakers outlined program services, staffing levels and proposals to stabilize pay and retain employees. They described several financing approaches: modest fee increases, targeted retention bonuses or merit pay, and pursuit of philanthropic and state grants (with limits on grants that can be applied to staffing). The presenters asked the commission to consider one-time financial support to help with retention and to preserve infant-care slots that would otherwise be financially untenable for the provider.
Commissioners discussed possible partnerships—school-district cost-share, economic-development support, and loan or bridge options for the capital component of separate early-learning building projects. After that exchange, the commission voted to contribute $10,000 from the Community Improvement Reserve Fund to support the Levo/Lehi daycare initiative; the motion was moved by Commissioner Barker and seconded and carried. Commissioners asked staff to stay involved as the project pursues additional grants and private funding.
