Architects and developers presented a 223‑unit mixed‑income building that will include project‑based vouchers and units for multiple AMI tiers, plus retail space and a shell intended for a future Head Start daycare. Nick Pachero of Brinshore, an SNRHA implementation partner, said 85 of the 223 units will be project‑based vouchers and the unit mix includes a range of incomes from 30% to 80% AMI; 50 units will be market rate to help meet grant conditions.
Council members and staff described the project as consistent with the city’s West Las Vegas and 100‑Plan objectives. During public comment, Unified Westside Neighborhood Association leader Catherine Duncan asked for stronger, more consistent engagement with neighbors who say they feel uninformed; SNRHA staff said HUD and the authority have run multiple meetings and will coordinate directly with neighborhood groups to address information gaps.
The council approved the site plan after staff recommended approval. The project partners said they expect Phase 1 permitting to start soon and will continue community outreach as construction proceeds.
Next procedural steps include permitting and the staged build‑out across five phases of the broader Marble Manor transformation plan. SNRHA and its developer partners will provide updates to HUD and the council on progress and outreach efforts.
