The College Station ISD board voted Oct. 21 to approve the purchase of professional development services from Solution Tree through the TIPS purchasing cooperative in the amount of $236,861.80, to be funded with Title II (professional development) and other allowable sources.
District staff presented a multi‑year timeline of work with Solution Tree that began in 2023 and has included PLC at Work academies, cohort training, instructional‑coach development, behavior solutions, on‑site campus coaching and a recommendation to deliver "Beyond Labels" training districtwide. Staff described a cohort model, summer institutes, remote and in‑person sessions, campus coaching visits, and an on‑line Global PD Teams platform that houses videos and resources for campuses.
Funding and oversight: Presenters explained how solution‑tree spending has been coded across fund sources (199 local/general, 211 Title I, 224 IDEA/SPED, 255 Title II, 263 Title III, 282 ESSER, 461 campus activity). A presenter summarized that 97% of Solution Tree spending since 2002 came from federal funds and 3% from local funds; presenters emphasized that Title II funds used for the $236,861.80 purchase are restricted to professional development and cannot be redirected to general operational uses.
Board discussion focused on how the district will measure success, staff buy‑in and how long vendor support will be needed; trustees emphasized system‑level change typically takes three to five years and that support should taper as campuses develop internal capacity. A motion to approve the purchase was made by Dr. Payne and seconded by Ms. Wilson; the motion passed 7–0.
Next steps: Staff will implement the contracted services this fall and next spring and report back to the board on outcomes and program evaluation measures.
