College Park council approves compensation increase, property buys and a code-enforcement review
Summary
At its Oct. 7 meeting the College Park City Council approved an ordinance raising mayor and council pay, authorized purchases of two properties on Rhode Island Avenue, approved a contract to evaluate the code enforcement division, and directed staff on Calvert Road traffic measures; multiple measures were approved after public presentations and Q&A.
The College Park City Council took a series of formal actions at its Oct. 7 meeting following public presentations and staff briefings.
Mayor and council compensation
The council adopted Ordinance 25-0-10 after a public hearing. Human resources summarized a citizen compensation committee's recommendation to raise annual pay to $25,000 for the mayor, $22,500 for the mayor pro tem and $20,000 for council members beginning Jan. 1, 2026. Council discussion noted the recommendation applies to the next council term and includes fiscal-impact estimates. The motion passed with seven votes in favor and one abstention.
Property acquisitions (8807 and 8811 Rhode Island Avenue)
Council approved a contract to purchase two properties in Berwyn for a combined $300,000 plus settlement costs, following staff appraisals and recommendation. The motion passed unanimously. An ordinance to authorize the acquisition (25-0-11) was introduced and a public hearing was set for Oct. 21, 2025.
Calvert Road (Culvert Road) direction
Staff reported prior changes made to Calvert/Culvert Road to support micro-mobility and pedestrian access near the metro. After council discussion, the council directed the city manager and city engineer to maintain the current configuration and speed limit (motion carried).
Code enforcement assessment
The council approved an agreement with Monarch Consulting to perform a comprehensive assessment of the Department of Public Services's code enforcement division, including permitting, inspections and licensing processes, staff retention and training needs, and systems integration. The consultant described a five-phase scope that includes standard operating procedures and onboarding documentation; council approved the agreement subject to city-attorney review.
Consent agenda and other items
The consent agenda (including a $2,000 community services grant for a school fundraiser and a $56,900.30 vehicle purchase contract) was approved earlier in the meeting. Several action items discussed during the meeting were referred to staff for follow-up, including prioritization of restorative justice recommendations and next steps for childcare task force proposals.
