Cole County commissioners on Wednesday approved a series of routine contracts, purchases and intergovernmental agreements and moved several administrative items forward.
During a consent‑style set of votes, commissioners signed a change order and an amended environmental review for installation of a safe‑haven baby box at county EMS headquarters so the county can seek reimbursement under state House Bill 121. Speaker 8, representing EMS, said the project was funded initially with CDBG funds and that the amended environmental review has been reviewed and accepted by DED.
The commission also approved a memorandum of understanding with the Missouri National Guard’s Seventh Civil Support Team that will allow two medical officers to obtain ride‑time and clinical experience with county EMS; the MOU carries no cost, Speaker 8 said.
County IT and assessor staff secured approval to add two DevNet users at a cost of $200 to accommodate new assessor hires. Public works closed out the 2025 asphalt overlay program by approving final change‑order quantities, and the sheriff’s department was authorized to sign a contract for an investigative tool (IDI Core) with a 30‑day trial, per staff presentation.
Other approvals included a Snap‑on Industrial mechanic tool set for public works ($32,432.17, presented as the vendor quote), signature of three surplus vehicle titles for sale on Purple Wave, and approval of accounts payable as submitted.
Financial items approved included renewal of the county’s workmen’s compensation coverage with Missouri Employers Mutual as the first renewal under last year’s five‑year bid; staff warned of a substantial premium increase tied to the county’s experience modifier and claims. Commissioners also approved the SFY 2025 GMT cost report and related certificate and administration agreement with MoHealthNet; staff said the county’s gross reimbursement for FY2025 is $427,632 with a required nonfederal share of $147,668 (net $279,964).
Votes on the listed items were recorded by voice and carried unanimously at the meeting’s public session. The commission then moved into a closed session for personnel and security matters under section 610.021 of the Revised Statutes.
The commission did not take a public vote on the larger jail HVAC procurement at this meeting; that capital‑project discussion was continued for further consideration.
