The College Park City Council on Oct. 21 authorized a recommendation to the Prince George’s County Board of License Commissioners supporting transfer of a Class C fraternal beer/wine/liquor license for College Park Lodge No. 453 from 3700 Metzerod Road to 8907 Baltimore Avenue, contingent on the execution of a Property Use Agreement spelling out operational conditions.
Applicant presentation: Debbie Herbert, president of the Moose Lodge, said the organization has been in College Park since 1949 and detailed community activities (dinners at Attic Towers, food-bank work and other service efforts). The lodge said the new site includes a 2,400-square-foot building and adjacent house with parking and that the group plans modest exterior improvements, a rear bump-out for storage/food service, and paved parking.
Council questions and conditions: District 2 council members sought clarity on parking ingress/egress, the scope of exterior renovations, neighborhood outreach (Branchville and adjacent residents), and project timing relative to the county licensing schedule. City attorneys said the PUA can include conditions requiring the applicant to present design plans and discuss ingress/egress with the council or neighborhood even if county permits do not require additional council review.
Action and next steps: Council authorized recommending the transfer to the county board, pending negotiation of PUA terms and authorization for the city manager to sign the PUA when finalized. Staff will negotiate language with the applicant’s counsel and circulate the executed PUA to the county liquor board in advance of the October 28 hearing.
