West Bend library board approves contract with Wills for strategic plan

The West Bend Memorial Library Board on Nov. 18 voted to hire Wills to prepare a strategic plan, approving a maximum budget of about $20,494 for the work.
Board members said the library needs an outside firm to compile a complete plan and avoid a subpar in-house product. The Library Director said Wills estimated roughly six months from the start of the process to delivery. "I think they said 6 months was their from the start of when they start the document or start the process to when they have the document," the Library Director said. Board members agreed the board must commit to periodic reporting on implementation once the plan is complete.
During discussion, one board member said paying for an outside consultant is justified only if the board commits to regular follow-up: "I always worry when you do something like this, you pay the money, you're great to get a document, you don't follow through," a board member said, urging implementation check-ins at future meetings.
The motion to engage Wills was made, seconded and approved by the board. Members discussed a timeline that would likely begin in early 2026 and could see implementation activities in 2027.
The board instructed staff to move forward with contracting and to ensure the strategic plan process includes board participation and periodic progress reports back to the board.
