CSISD trustees approve construction manager at risk for new central office

College Station Independent School District trustees voted 7–0 on Nov. 18 to authorize staff to pursue a construction manager‑at‑risk (CMAR) procurement method for a new central office funded through the 2023 bond.

Mister Buckner, the district construction representative, told the board the district had evaluated renovating existing properties but concluded new construction on district‑owned land off Sylvester Road would better meet current and future needs. He said CMAR allows the contractor to collaborate during design to provide ongoing budget updates, which can reduce change‑order risk amid inflation and supply‑chain uncertainty.

Estimated costs and timeline

Buckner provided an estimated construction budget of $25,400,000 for the new building and associated front‑office renovations. If CMAR is approved, staff asked the board to authorize solicitation immediately so a manager could be selected for formal approval in January; the project is expected to break ground in July–August 2026 with an approximately 18‑month construction schedule.

Uses and benefits

The new facility will include a dedicated boardroom (multiuse), multiple conference spaces and flexible seating areas for staff collaboration and community events, and will allow the district to repurpose space at College View when DAEP and other programs move.

Trustee action

Miss Simmons moved to use CMAR for the new central office project; the motion was seconded by Miss Ige and passed 7–0. Staff will solicit a CMAR response, return in January to contract with an identified construction manager, and proceed with design and permitting steps.

Ending

With the CMAR authorization in place, the district will begin procurement work and planning for a mid‑2026 construction start while continuing designs for renovation of the existing front office to take place after the new building is occupied.
