Moore City Council took several formal actions at its Nov. 17 meeting. The council approved all motions presented on the agenda, including an ordinance, a resolution initiating eminent-domain proceedings, engineering and consulting contracts, a job description change and an equipment purchase. Ordinance: Council adopted Ordinance No. 10-72-25 to amend the municipal code by adding a provision prohibiting the holding or use of handheld cellular telephones while traveling through school and construction zones, mirroring a state law that took effect Nov. 1 and permitting fines up to $100. The motion passed on a roll-call vote of the seated members.
Resolution (eminent domain): Council adopted Resolution No. 1-22-25 declaring necessity to acquire specified real property and/or easements for the Telephone Road / SW 34th Street roadway improvements; staff said four parcels remained under negotiation and recommended initiating eminent domain while continuing outreach to property owners. The motion passed unanimously.
Engineering addendum: Council approved Addendum No. 2 with WSB (previously EST Inc.) for $211,975 to provide additional engineering services for the Broadway Avenue widening and reconstruction (phases 1–3). Staff explained the addendum covers roundabout relocation to avoid church property, separating work into three bid-able phases, and design work to avoid relocating a Southern Star Gas Company 12–16 inch gas line (staff noted the city's prior cost-share estimate to relocate the line had been just under $800,000). Consulting contract: Council approved a one-year consulting agreement with Retail Strategies LLC for downtown revitalization and placemaking for $45,000; the Oklahoma Department of Commerce awarded $15,750 toward the project, making the city's share $29,250.
Personnel: Council approved a new job description assigning an Administrative Specialist — Animal Welfare position to pay grade 107; staff said this action formalizes and reorganizes existing administrative duties within the animal shelter division rather than creating additional headcount.
Equipment: Council approved the purchase of two 2026 Harley-Davidson police motorcycles from Fort Thunder Harley-Davidson for $30,786 after trade-in of two 2023 motorcycles; staff said the purchase is part of the department's budgeted vehicle-replacement rotation.
