At the Oct. 15 meeting commissioners discussed a pending real-estate matter that otherwise qualified for Executive Session under ORS 192.660. The chair asked whether the board would delegate authority to the county manager to negotiate and sign necessary documents instead of convening an executive session.
Commissioner moved, seconded and the board voted to authorize County Manager Will Van Vactor to negotiate with the potential buyer and sign documents on behalf of the county. Van Vactor asked for clarity that the delegation included negotiation and signature authority; the board clarified the manager would return to the board for any final decisions as appropriate. Commissioners recorded the motion as eliminating the need to go into executive session under ORS 192.660.
The delegation allows staff to proceed with negotiations and reduces the need for closed-session deliberations; the board will revisit the matter for final approval if required.
