Crook County commissioners on Nov. 5 approved a Fair Board policy change to standardize how vacancies are filled and also approved a $5,000 community support contribution to a group called Oregonians for Floodplain Protection.
Assistant county counsel Brian Libel explained the Fair Board policy implements Board Order 2022‑52 by appointing three Fair Board members to each conduct separate interviews of applicants and then report their findings to a public Fair Board meeting; the full Fair Board will then make a recommendation to the board of commissioners. The intent, presenters said, is to allow more candid interviews while preserving public‑meeting transparency.
Separately, Jamie Berger, budget manager, and others discussed whether the budget committee vacancy should follow the same process; commissioners agreed to use last year's subcommittee approach (citizen members plus staff) for the current vacancy and asked staff to draft a long‑term order.
Commissioners also debated and approved using $5,000 from the community support fund to contribute to Oregonians for Floodplain Protection, a charitable organization supporting litigation and advocacy related to floodplain buyouts. Community Development Director John Eisler advised the planning office does not typically use planning fees for litigation and noted the planning department had not budgeted for that purpose; commissioners nonetheless approved the contribution by motion.
