Board adopts supplemental budget to roll forward Title 3 funds; approves mobile command post and SAR vehicle carryovers

Staff told the board the original Order 2025‑18 contained a scrivener's error labeling a Title 3 appropriation as contingency rather than capital outlay; the board approved a retroactive correction to reflect the intended classification.
Finance Director Christina Herron explained the supplemental budget (Resolution 2025‑36) adjusts Fund 313 (Title 3) to carry forward dollars for two projects that were delayed: (1) an upfit of a donated bus into a mobile incident command post for the sheriff's office, and (2) upfitting a pickup truck for search and rescue missions. Supply‑chain timing and other delays prevented these projects from finishing before FY25 closed, Herron said.
The county held the required public hearing, received no substantive public testimony on the budget adjustments, and the board adopted the supplemental budget by motion. Officials said there is no net change to total fund appropriations or tax rates; the amendment is bookkeeping to align records with the county's intent and to permit project completion.
What's next: staff will carry forward the specified Title 3 balances and proceed with the upfit work on the command post bus and the SAR pickup. Project managers expect work to continue in FY26.
