Crook County to reclaim 2013 Parks & Rec parcel near fairgrounds; return targeted for Jan. 15

Crook County staff on Nov. 12 presented a draft termination agreement to end a 2013 lease that had granted Crook County Parks & Recreation use of a 6.73-acre parcel adjacent to the fairgrounds. The agreement would return the land to county control.
Staff said Parks & Rec and the county are agreeable to terminating the lease and returning the property to the county. A commissioner who spoke with the property donors noted rock, dirt and other materials on the site and indicated Parks & Rec would remove materials and improve the site for overflow parking. The staff presenter said the 2013 agreement requires Parks & Rec to return the property in the same condition as received.
Commissioners discussed a January 15 target date for the return and asked staff to ensure realistic cleanup timelines and coordination with the grounds manager. One commissioner noted liability concerns with turning a grass field into public parking, citing a recent large jury award in an unrelated sidewalk case as a cautionary example. Staff said Parks & Rec would work with the county on site restoration.
The termination will be placed on the consent agenda for formal adoption at a future meeting; staff will coordinate cleanup and return timelines with Parks & Rec and county operations.
