Board approves ACTI personnel budget amendment; superintendent stipend and hiring challenges noted

The Gettysburg Area School District board approved an ACTI (Adams County Technical Institute) budget amendment that funds personnel changes, including converting a hard‑to‑fill part‑time lab assistant role into a full‑time teacher position and authorizing salary adjustments.
Mr. Eckler, answering board questions, said the district had advertised the part‑time lab assistant position and interviewed three candidates but found it difficult to recruit due to limited hours and a lower salary. ‘‘We advertised for that part time lab assistant position, and we interviewed 3 candidates. 1 candidate was a good candidate, but it was very difficult to get her on board because of the salary and the hours,’’ he said.
Board members asked whether compensation had been reviewed more broadly. Eckler said the district had used data from the Lincoln Intermediate Unit and the Pennsylvania School Boards Association, which supported modest salary increases. Board member Kathleen asked whether a holistic review had been completed; Eckler said that because ACTI is a small organization with relatively few employees, the review had been manageable and outside analyses supported the adjustments.
Members also questioned a $15,000 stipend described in meeting materials for a superintendent-of-record to support a potential land purchase and building project. ‘‘That would be up to the joint operating committee to decide depending on where we get to with the project… the project would probably take 3 to 4, potentially even 5 years till it's complete,’’ Eckler said when asked whether the stipend would be temporary.
On roll call the budget amendment motion passed 6–3. The district said the amendment is intended to maintain program operations and reflect market compensation for key ACTI staff; administration said the funds would come from ACTI budget adjustments and that the board would account for changes in upcoming budgeting cycles.
The board heard the item as part of its agenda after routine approvals and before the team‑room bid review.
