Administration presented an alternative that would add a ground-floor boardroom and include a second-floor future expansion as an add-alternate, bringing the estimated design-to number to $7,500,000. Staff said the request before the board was authorization to design to that larger $7.5 million estimate (design-phase authorization only), not to award construction.
