The Gettysburg Area School District board adopted an Act 1 resolution declaring it will not exceed the 4.2% index when preparing the preliminary 2026–27 budget, district business manager Belinda Wallen explained during the meeting.
Wallen told the board that under Act 1 the district must either adopt a resolution not to exceed the index or file a preliminary budget on display; historically the district has chosen the resolution, which allows administrators to prepare detailed budgets ahead of public review in February or March. She emphasized that the resolution does not commit the board to a specific tax-rate increase, only that the board intends not to exceed the statutory index (4.2%).
Board members asked whether the proposed tax-rate increase is known at this time; staff said it is not specified and noted historically district increases have been in the range of about 0–1%. Following discussion the board adopted the resolution by roll-call vote.
The adoption sets a planning ceiling for administrators but does not finalize any tax rates or the final budget; the board will review updates and a preliminary budget in the spring as state budget guidance and revenue estimates become clearer.
