Greensville board approves student recommendations, policies after two closed sessions

The Greensville County School Board on Oct. 13 moved into two closed sessions to conduct student hearings and discuss personnel matters, then returned to open session and approved staff recommendations from those sessions and a set of policies presented at the September meeting.

Board members initially voted to enter a closed session to consider student hearings and personnel under the authority of the Virginia Freedom of Information Act and cited Virginia Code §2.2-3711(A)(2). After returning to open session the board read and recorded a certification that the closed meetings complied with the Virginia FOIA and then approved the student recommendation presented by staff. Later in the meeting the board moved into a second closed session for further student hearings, certified that session on return to open session, and approved a motion to adopt all student and personnel recommendations discussed in that second session.

A consent agenda earlier in the meeting included approval of prior meeting minutes and warrants, both of which the board approved by voice vote. The board also approved GCPS policies in Section 3 that were presented at the September meeting; that motion passed on a voice vote.

The sequence of formal actions recorded in the transcript shows consistent voice votes in favor of the motions. Roll call at the start of the meeting recorded four members as present; during the motions the board recorded “ayes” and the presiding official declared the motions carried.

The board did not elaborate on the substance of the student or personnel recommendations in open session; the items were discussed in closed session and the public record contains only that the board approved the staff recommendations and certified compliance with the legal requirements for closed meetings.
