The Moscow City Council voted Oct. 6 to amend the city's light-duty personnel policy, extending the maximum permitted light-duty period from 60 days to six months with reviews every 30 days.
Sharon Games, the city's human resources manager, presented the recommendation and cited research on regional municipal practices and injury-recovery timelines. "The recommendation to extend the duration of the light duty policy from 60 days to 6 months with review at 30 day intervals," Games said during her presentation.
Councilmembers asked clarifying questions about when the 30-day check-ins begin and whether the reviews are triggered at 30 days or only after 60 days. Games clarified the reviews occur every 30 days starting at 30 days and that reviews can also be prompted by receipt of a doctor's note.
After discussion a councilmember moved to approve the proposed policy amendment and the council voted in favor. Supporters said the change is especially useful for physically demanding positions, such as police and maintenance crews, allowing fuller recovery before employees return to unrestricted duties.
Next steps: City staff will update the personnel policy documents and notify departments about the new review cadence.
