Moscow council adopts 2023 National Electrical Code, adds automatic adoption clause

The Moscow City Council on Oct. 6 voted unanimously to adopt the 2023 National Electrical Code for city building permits and to include a provision that the city will automatically adopt future state-sanctioned amendments.
Justin Goodwin, who presented the measure to the council, told members the city's code update aligns Moscow with the state's adoption and removes many local amendments previously required. "Basically it's saying, we automatically adopt it as the city of Moscow too," Goodwin said. He added that staff will return with details if a new code cycle or major changes require council review.
No members of the public testified for or against the ordinance during the hearing, which Justin opened and council closed before deliberations. A councilmember moved to suspend the normal requirement for three separate readings and approve the ordinance by title and summary; the motion was seconded and the council voted in favor.
Mayor announced the ordinance as Ordinance No. 2025-10 and read its scope: to amend Moscow City Code Title 7, Chapter 3, by adopting the 2023 National Electrical Code and "any subsequent amendments as adopted by Title 54 Chapter 10 of Idaho Code," with the ordinance effective upon passage, approval and publication as required by law.
What happens next: the ordinance takes effect according to the publication and notice requirements in state law. Justin Goodwin said staff will brief the council if a future full code-cycle change is substantial enough to warrant additional council review.
