The Franklin Board of Public Works and Safety approved a job description for a new GIS coordinator position, a role staff said is included in the 2026 budget and will serve citywide functions across planning, public works and utilities.
Street Commissioner and Fleet Manager Brett Jones presented the request and asked the board to change qualification language so that a bachelor’s degree remains preferred but an associate degree, certification in geography/GIS/geomatics, or relevant job experience would be acceptable. Jones also requested adding a requirement for “regular and consistent attendance.” He said the position is budgeted and “45% funded” across city departments, and that the role would report administratively through planning and engineering while providing services across multiple departments.
Board members discussed typical qualification levels used by other similarly sized municipalities and agreed the broader qualification language could increase the applicant pool. A motion to approve the job description with the two adjustments (preferred bachelor’s but accept associate/certification/experience; add regular and consistent attendance) was seconded and adopted by voice vote.
Staff said the position will be implemented using a phased approach and will initially focus on mapping and data that the city currently relies on the county to provide. The board did not set a hiring timeline in the meeting; staff will proceed with recruitment under the approved job description.
