Middleton P&Z approves variance to combine eight tiny Donna Drive parcels into two home lots

The Middleton Planning & Zoning Commission on Nov. 10 approved a variance that will allow eight undersized parcels on Donna Drive to be adjusted into two single-family home lots.
Planner Miss Stewart told the commission the existing parcels are roughly 15 feet wide and 120 feet deep and therefore “unusable” under current rules. She said the applicant proposes two lots of about 7,000 square feet and 60 feet of frontage each, while the R‑3 zone requires a minimum lot size of 8,000 square feet and 75 feet of frontage. “Staff recommends approval of Mr. Blanton’s variance request,” Miss Stewart said, concluding that the parcels’ configuration creates a hardship and that granting the variance would not harm the public health, safety or welfare.
Commissioners described the request as a straightforward infill solution that better aligns the site with surrounding lots. Commissioner Walter Maitre, who moved the approval, said the change “meets the criteria in accordance with Middleton City Code” and noted it would bring the parcels into conformity with neighboring properties. Commissioner Gregory seconded the motion. The commission voted unanimously to approve the variance; the commission’s decision is final to the Planning & Zoning body and does not go to city council. Staff reminded the commission that state law and city code require a written, reasoned final order documenting the facts and legal findings supporting the decision.
The variance covers tax parcels R18549 through R18556 on Donna Drive. The staff analysis cited Middleton City Code provisions governing variances and the relevant dimensional standards (MCC 5‑4‑1 Table 2). No members of the public signed up to speak during the hearing.
The applicant (identified in the record as Rodney Blanton) will be required to submit a lot-line adjustment and pay the applicable application fee as a condition of approval; staff listed that condition in the staff report.
