Altoona council approves consent agenda, adopts portions of 2021 International Fire Code

Altoona City Council voted unanimously on Oct. 14 to approve several consent items and to adopt portions of the 2021 International Fire Code.
On a single consent vote the council approved: (a) the minutes of the Sept. 8, 2025 meeting; (b) submission of a $1,000,000 application to the PA Housing Finance Agency Community Revitalization Fund for a redevelopment authority property along the 102-hundred block of 6th Avenue; (c) renewal of a hazardous-materials agreement between the city, the county and the Blair County Local Emergency Planning and Management Committee (LEPMC), effective Jan. 1, 2026 through Dec. 31, 2027; and (d) a renewed lease between the city and the George B. Kelly Amateur Baseball Federation for Tom Stout Field at Giese Park. The consent motion passed 7'to'0.
Council then considered an ordinance, introduced by Vice Mayor Ellis, to adopt certain portions of the 2021 International Fire Code and thereby amend Chapter 358 (Fire Prevention) of the Altoona City Code. The motion to adopt was made by Vice Mayor Ellis and seconded by Mayor Pacifico; the ordinance passed 7'to'0.
Votes recorded on the floor show each councilmember present voting "Yes": Councilman Beatty, Councilman Butterbaugh, Councilwoman Klenich, Vice Mayor Ellis, Councilman Ickis, Councilman Kelly and Mayor Pacifico. No amendments or roll-call dissent were recorded during either vote. The council did not take further action on the kennel-code suggestion raised during public comment; that matter was deferred for staff review.
