The DuPage County environmental committee approved multiple agenda items including an agreement for electronics recycling services and a renewal for environmental education and composting services.
Chair Saba Heather sought and received motions to approve an electronics-recycling agreement between DuPage County, E Works Electronic Services Inc., and Reverse Logistics Group Americas Inc. The contract covers resident electronics recycling from Jan. 1 through Dec. 31, 2026, for an amount not to exceed $7,000; the committee recorded a motion, a second and a voice vote of 'Aye,' and the chair announced the motion carried.
The committee also received and placed on file recommendation MD-P-21-25 to award a one-year contract (Dec. 1, 2025–Nov. 30, 2026) to School and Community Assistance for Recycling and Composting Education (SCARCE) for professional education services. The total award is not to exceed $235,000, with $85,000 charged to stormwater programs and $150,000 to environmental programs; the award includes up to three optional renewals. Committee members asked for details about how the funds are applied; staff said the stormwater share supports watershed education and modeling while the environmental portion covers SCARCE salaries and supplies.
One member asked whether other environmental organizations had applied for the role. Staff said the county has run RFPs in the past and that, because SCARCE has often been the only respondent, procurement advised using a qualification-based selection (QBS) for the educational scope. Staff said they can pursue a full RFP the next time the contract expires.
The committee approved the motions by voice vote; no roll-call tallies were read. Members asked staff to provide historical RFP dates and budget-to-actual spending for education services; staff said the last RFP was in 2023 and offered to supply exact dates and spending details.
The committee also voted to receive and place on file a Baines recycling update during staff reports.
