Council approves bylaws updates, establishes subcommittees and elects Member Camarillo as secretary

The Youth Leadership Advisory Council voted to amend its bylaws to add subcommittees and clarify secretary responsibilities, then elected Member Camarillo as council secretary.
Deputy City Attorney Jillian Bloxingerblum advised members that the council could move to approve the bylaws with the new language on subcommittees (events/community engagement and outreach/communications) and on defining the secretary’s responsibilities. Member Manolis moved to approve the bylaws as amended; Member MacKinnon seconded. The motion carried by voice vote.
Earlier in the meeting staff had requested that a planned overview of Robert's Rules of Order by Dr. Lou Anne Holmes be held over to the council’s Dec. 16 meeting. Member Laster moved to carry that item to the December 16, 2025 meeting; Member Gurney seconded and the motion carried.
After the bylaws vote the council opened nominations for secretary. Sheena Judy Mitchell read the duties: maintaining accurate electronic meeting records, attendance logs and official correspondence. Member Camarillo nominated herself and, after a motion to approve her nomination from Member Laster and a second from Member McCraney, the council approved Camarillo as secretary by voice vote.
These actions establish subcommittees and a named officer to maintain records and support continuity as membership changes. Staff noted the amended bylaws and the secretary responsibilities were provided to the public with the agenda packet.
