Mister Lawrence and city staff explained that the county had been operating and maintaining the library and the adjacent property under the prior understanding that the city would convey the parcel; the deed negotiated with county counsel includes an easement preserving city access routes to park‑owned property and requires county permission for any reconfiguration of the parking area affecting that access.
Council members described the action as clerical but important for transparency and moved to approve the resolution authorizing execution and recording of the deed. The motion passed unanimously by show of hands.
