The council authorized staff Dec. 1 to negotiate with Suris Valley Animal Shelter (SVA) following the city's request for proposals for animal-control services.
Several council members said the SVA proposal lacked clear performance metrics and formal reporting requirements. "We don't have a lot of measurables within our contract. It's very vague and it's very open," Alderman Fuller said, asking for monthly reporting requirements and clearer invoicing details. Other members raised questions about the contract length and the requested multi-year increases in compensation.
Staff advised the council that the current action is authorization to negotiate and that changes consistent with the posted RFP should not require a new solicitation. The city attorney said a new RFP would only be necessary if proposed contract changes substantively altered what was advertised.
Council members recommended staff consider a shorter base term (one or two years with optional extensions) or mutual termination language, increase reporting requirements, and explore board representation for the council where city funding is provided. The motion to authorize negotiations with SVA passed on a roll call.
