The City of Doral Local Planning Agency on Wednesday voted to transmit a proposed amendment to the city’s Land Development Code concerning procedures for certified recovery residences to the full city council without a recommendation.
The amendment, read into the record by staff, would amend Chapter 74 (miscellaneous and supplementary regulations) to create procedures for review and approval of so‑called “certified recovery residents,” as described in the staff presentation. The public hearing for the item drew no speakers.
Councilman Nicole Reynoso moved to transmit the item to the city council without a recommendation, and Councilman Rafael Pinedo seconded. The clerk recorded roll‑call votes with each member answering “Yes” and the motion passed. As the LPA proceeding, the action sends the proposed text amendment on to the city council for its consideration rather than adopting policy at the LPA level.
No members of the public addressed the agency during the item, and staff did not present additional amendments or supporting materials during the hearing. The LPA’s action merely forwards the draft code language for council review; the city council will be the next body to hold hearings and consider whether to approve, modify or reject the amendment.
The meeting then moved to a separate Chapter 74 amendment concerning establishments for the sale and on‑site consumption of cannabis products.
