Danvers approves order of conditions for 55 Adams Street stormwater stabilization

The Town of Danvers Wetlands Protection Commission voted to grant an order of conditions for the town’s 55 Adams Street stabilization project, DEP file 14-1446, after a presentation by Steven King, town engineer for the Department of Public Works.
King described the project as work along a tributary to the Crane River/Crane Brook between 55 and 53 Adams Street that drains roughly a 70-acre watershed. He said the work will replace a failed north retaining wall, install a new south retaining wall, reconnect stormwater piping and construct a new cast-in-place headwall to support an existing 24-inch concrete culvert and a 12-inch lateral. "What we are looking for today is, obviously, we're we're looking to stabilize about a 160 linear feet of inland bank with a gravity block retaining walls and cast in place head wall," King said.
King outlined environmental controls including catch-basin sedimentation controls, silt fence, temporary riprap and potential bypass pumping. He said the project will place approximately 45 cubic yards of riprap, will operate within the 35-foot no-disturb zone and the 50-foot no-build zone, and requires road trenching and temporary road closures to install an access manhole and set the headwall. On construction methods he noted the headwall will be formed and poured on site.
During public comment, a resident identified as Bradstreet asked whether the concrete barriers would be reinforced with rebar; King replied, "So only only the cast in place head wall would be reinforced rebar. The other... the blocks, those are gravity blocks." Staff member Emily told the commission the project qualifies as a "limited project" under the town bylaws and therefore does not require waivers, though the engineering department submitted a waiver request so the commission could review the scope.
A motion to close the public hearing was made and approved; the commission then moved, seconded and voted to grant the order of conditions with additional local standard conditions. King said he expects to issue bidding documents in winter and begin construction as soon as practical, estimating two to three months of active work followed by three to six months for roadway restoration, subject to weather and contractor availability.
The commission’s approval authorizes the town to proceed under the conditions given; the vote recorded as unanimous by voice, and the file will move to the town's bidding and procurement process.
