Hartford council approves consent items including DOT grants and an ordinance to require post-repaving street repairs

Hartford — At its Oct. 27, 2025 meeting, the Hartford Court of Common Council approved a consent calendar that included two Connecticut Department of Transportation Highway Safety grants, year-end budget adjustments, an ethics commission appointment and a municipal ordinance change aimed at improving street repairs after utility work and repaving.

Madam Majority Leader moved to place multiple items on the consent calendar, saying the administration sought authorization to apply for and accept a grant "in the amount of $323,764.95 from the State of Connecticut Department of Transportation Highway Safety Office for the fiscal year 2026 comprehensive DUI enforcement project," and a second grant "in the amount of $28,850.34 from the State of Connecticut Department of Transportation Highway Safety Office for the fiscal year 2026 ‘Click It or Ticket’ day-and-night campaign." Both grant resolutions were approved on the consent calendar.

The consent calendar also included ordinance item 5.1, an amendment to Municipal Code chapter 31, article 3, sections 31-87 and 31-95. Councilor McGill explained the ordinance's purpose: "when somebody digs up your street and then they put a patch on it, if there had been a yellow line there or a white line or a crosswalk, or any other kind of street marking, those utility companies are now being told that they have to replace those markings even if it's a temporary patch. And the second part of that is, to say that when the city mills a street to repave it, that the utility companies have to come out and make sure that their manholes and their, any other, cuts in the pavement are raised up to the level of the new pavement." Councilwoman Rosado asked to be added as a co-sponsor to 5.1 during the consent roll call; the clerk noted her request.

Other consent items approved included year-end budgetary transfers for the fiscal year ended June 30, 2025, an additional appropriation to address Board of Education budgetary challenges, confirmation of Talia Neves to the City of Hartford Ethics Commission, and a resolution requesting permission to serve alcohol at a City Hall atrium event.

The council approved the full consent calendar by roll call vote. Council members recorded affirmative votes during the roll call and the chair declared the consent items passed.

The council also received committee reports on related items (4.1–4.3 and 8.1) and referred several mayoral resolutions to appropriate committees for further review.

What happens next: Items referred to committees (including the ordinance language in 5.1) will proceed through the council committee process or appear on a future agenda for final enactment or further debate.
