Dare County elections board appoints poll officials, approves six absentee ballots and reviews early voting turnout

The Dare County Board of Elections on Oct. 16–17 approved appointments for several poll officials, signed off on six absentee ballots and reviewed early-voting turnout.
The board moved quickly through routine business after Speaker 1 called the meeting to order at 3:06 p.m. Speaker 3 moved to approve the agenda and later moved to approve minutes from the Oct. 14 meeting; both motions passed after a voice vote.
The board appointed Joanne Mathis as an election-day judge for the Kill Devil Hills (KDH) precinct to replace Georgia Ellis, who will not serve, and added Thomas Moran as an emergency assistant for KDH after Gail Sabato declined to work the election. The board also approved Kathleen Snyder and James Blows as judges at the Kill Devil Hills early voting site. All three appointment motions were seconded and approved by voice vote.
The board then reviewed absentee ballots and scanning procedures. Speaker 4 told members the board had six absentee ballots for review — three civilian and three military — duplicated earlier by a bipartisan team. After discussing signature and photo-ID handling, Speaker 4 cited guidance reflected in “Numbered memo 20 21 0 3” and North Carolina law that the voter signature on the ballot envelope should be accepted absent clear evidence that it is not the voter’s signature. Board members moved to approve the six absentee ballots and the motion passed.
Members also discussed ballot-box seals and a new serial-number log. Speaker 4 described a process to cut off and record the old seal and place a new seal each meeting, with two board members verifying the numbers and signing the log. Board members confirmed they had initialed seals in prior meetings.
On turnout, Speaker 4 reported early voting began Thursday, Oct. 16, and that as of roughly 2 p.m. on day three, 322 voters had voted at early voting sites. Speaker 4 said the office had issued 51 absentee ballots (military, overseas and civilian) and received 10 back as of the same update; the speaker noted those numbers were subject to change after the report was prepared. The board provided poll books for signatures and scheduled its next meeting for Tuesday, Oct. 28, at 3 p.m.
Speaker 3 moved to adjourn; the board voted and the meeting ended at 3:31 p.m.
