Humboldt County approves $9,357 change order to DD 11 Sub 1 Lateral 4 drainage project

Humboldt County supervisors voted to approve a change order increasing the DD 11 Sub 1 drainage project contract by $9,357 after engineers reported field conditions required alignment changes and additional pipe.
Colin, the county engineer, told the board that exploratory excavation located an old clay tile that required adjustments to the original design and that the project will include cleaning 600 feet of the open ditch leading to a box culvert to avoid standing water. "The total increase to the contract amount with the change order would be $9,357 total," he said (presentation). Colin also said roughly half of the increase could be paid by county secondary roads, and that the additional cost to private landowners would be ‘‘really around $2,400.’’
The work includes replacing a portion of Lateral 4 with a 12-inch tile after crews dug up a clay tile that measured about 7 inches instead of the 8 inches shown on maps. Colin said upgrading to a 12-inch pipe would provide a 1-inch drainage coefficient on the west side of Hawaii Avenue and improve outlet capacity.
During discussion, landowners and supervisors asked whether any portion of the old clay tile would be left in place and who would be responsible for later maintenance. Colin said sections of old clay tile on one property will be broken and rendered inoperable where the new construction crosses them, while portions further south will remain in use until they are abandoned in a reclassification map.
Unidentified Supervisor 2 moved to accept the change order; the motion was seconded and approved by voice vote. The board also separately approved the clerical item to set up the DD 11 Sub 1 Lateral 4 assessment schedule.
The county expects staking and pipe delivery to begin in early November. The action is procedural for this drainage district and does not change the underlying assessment rules beyond the split of construction costs and the county’s contribution for work within road right-of-way.
What’s next: the county will provide shapefiles and a reclassification map showing which existing tiles remain as district assets after construction and will split the open-ditch cleanout cost across the ditch assessment as discussed at the meeting.
