The Millbrae City Council unanimously authorized Nov. 25 a professional services agreement with Perkins Eastman and accepted a $600,000 matching grant from the Metropolitan Transportation Commission to develop a Millbrae Multimodal Integrated Transit Station concept plan.
Community Development Director Andy Mogensen told the council the city won an MTC competitive grant and will match the $600,000 with city planning funds. Perkins Eastman partner Vaughn Davies outlined a proposed three‑year schedule of analysis, agency coordination and community outreach, with interim deliverables for station diagrams, phasing concepts and high‑level cost estimates.
Perkins Eastman said the work will include close coordination with regional operators including Caltrain, High‑Speed Rail, SamTrans, SFO and BART to develop a multimodal vision intended to improve station functionality and connectivity. The consultant emphasized local priorities, saying the project must serve Millbrae residents first and avoid becoming only a regional facility.
Public commenters — including current and former council members and a Metropolitan Transportation Commissioner — urged strong city oversight, early community engagement and caution about previous station planning efforts that, commenters said, favored regional operators over local needs. Councilmembers echoed the request for robust community outreach and stressed that the project should yield tangible benefits for Millbrae residents.
The council approved the professional services agreement and the MTC supplement by a 5–0 vote. Staff said Perkins Eastman will begin state‑agency interviews and stakeholder meetings immediately and expects a draft plan by 2027 for public review and agency coordination.
