Tualatin council adopts ordinance to reference State of Oregon building codes

Community Development staff explained the change as an administrative update that will avoid returning to council every three years to update a hard-coded year. "Our code cycles are 3 year cycles," the building official said, and moving to an OAR reference means staff will follow the Oregon Administrative Rules' phase-in schedule rather than amending the municipal code each cycle.
Staff said the OARs specify a six-month phase-in beginning Oct. 1 with an effective date of April 1 for new code cycles; adopting the OAR reference keeps the city's code current without repetitive ordinance updates and saves staff time.
The public-hearing portion of the meeting included the staff presentation and no public testimony. Council members conducted first and second readings by title and then adopted the ordinance on roll-call vote.
The adopted ordinance amends Chapter 4-01 (building codes) of the Tualatin Municipal Code to adopt the State of Oregon building codes by reference. Council directed no further action at the meeting; any implementation questions will be handled by Community Development staff under the new reference structure.
