DHHL staff presented an amendment request on Nov. 17 to correct numerical entry errors in the Fiscal Year 2026 Land Development Division budget that affect Act 279 allocations.
Staff explained the errors stemmed from an earlier restructuring of projects (not all items had previously been formally approved) and that the submittal corrects erroneous budget entries without impacting the set of 28 projects funded under Act 279. Staff specifically noted Hanapēpē residential lots had been incorrectly listed and the correct approved amount is $17.8 million (not $63 million). Staff also confirmed the Waihūmoka acquisition and development funding has been encumbered.
Commissioner Ornelas and other members sought clarification about the size of the correction; staff confirmed the $17.8 million figure is the approved amount in earlier actions and that the submittal corrects input inaccuracies. The Commission approved the budget amendment by motion.
Next steps include staff reconciling entries in plantation accounts and reporting the corrected budget entries as part of FY26 financial oversight.
