Guardianship advisory committee recommends permanent refusal of certification for Sandra Evenson, orders $500 penalty

The Complaint Review Committee of the Guardianship Certification Advisory Board voted Oct. 21 to recommend permanently refusing to approve Sandra Evenson’s private professional guardianship certification and to assess an administrative penalty of $500, after staff concluded Evenson continued to act as a guardian following revocation of her certification.
Melinda Sacedo, the commission’s compliance manager, told the committee that a complaint filed March 25, 2025, alleged Evenson continued to serve after her certification had been revoked for three years. "We did find a violation of commission rule 7.2 a 1, and we're recommending the permanent refusal to approve the respondent's private professional guardianship certification and assess an administrative penalty of $500," Sacedo said.
Committee members discussed prior administrative amounts and the practical difficulty of recovering fines. One member noted what they recalled as previous assessments totaling roughly $3,500 to $4,000 and asked whether the commission could pursue collection; staff said enforcement is possible but can "require jumping through a number of hoops" and may require more staff effort than is justified in some cases.
A committee member who said they had been on the commission when Evenson’s certification was revoked in August 2023 expressed reservations about voting because of prior involvement and said they would recuse from the final vote. Chair Jamie McClain asked staff to confirm the record and proceeded to call for a motion.
McClain moved to accept the staff recommendation to permanently refuse to approve Evenson’s certification and to assess a $500 administrative penalty due within 12 months of the final order; she initially misspoke and said "$50," then corrected the amount to $500 on the record. The motion carried with three ayes; Judge Spencer recused. McClain said the committee’s recommendation "will be made to the JVCC."
Staff reported the Bexar County probate courts were aware of the revocation and had removed Evenson from cases there, appointing successor guardians or guardian ad litem as needed. The committee also reviewed the record of contact and learned the commission’s last direct contact with Evenson was in April 2023; the packet included later court filings and an attorney appearing on Evenson’s behalf. A committee member noted a LinkedIn profile listing Evenson as a senior human resources coordinator at Wellcentral Health in San Antonio.
The committee selected a member to attend the JVCC meeting on Feb. 6, 2026, and the matter will be forwarded for JVCC consideration. No members of the public spoke on the item. The committee adjourned at 1:22 p.m.
What happens next: the committee’s recommendation will be transmitted to the JVCC for final consideration; the staff file will note attempts to contact the respondent and the committee’s finding and recommendation.
