The Transportation Modernization Board voted 5‑0 to approve restrictions barring FHWA vehicle classes 11, 12 and 13 — essentially multi‑trailer trucks — from the I‑24 choice lanes.
Brian Ledford, a TDOT representative, told the board the department analyzed operational parameters and recommends prohibiting those highest classes because "the presence of those vehicles could impair the efficient operation of the lanes." Ledford also said TDOT will allow user‑fee multipliers for heavy commercial vehicles and buses (excluding public transit vehicles).
When asked what would happen if a prohibited vehicle used the choice lanes, Ledford said violators would likely be charged the highest class multiplier and could be subject to a traffic violation. The department's general counsel confirmed TDOT will continue to coordinate with state and local law enforcement to develop enforcement mechanisms and noted that a moving violation would be part of the enforcement approach.
Motion and vote: the motion to approve the vehicle restrictions was made by Mister Johnson and seconded by Mister De Cosmo. Julia Law recorded the votes as ayes from Bradshaw, De Cosmo, Johnson, Keeney and Chairman Reed; the action passed 5‑0.
