Staff evaluated options the county considered in 2022 and recommended Novo Solutions because of price, feature fit and a capped annual escalation. Jeff said the vendor quoted an implementation/training fee of $15,195 for the first year and an annual fee of $8,945 thereafter; staff estimated that staying with the PubWorks successor (G Works) would cost about $21,000 per year.
Commissioners discussed compatibility with existing tablets and GPS hardware and the likelihood of an overlap period during migration when the county may be paying both vendors. Jeff said training and data transfer would likely take several months and that staff aim to complete migration tasks before the PubWorks contract expires in June 2026, though some overlap payments are likely in the transition window.
A commissioner moved to approve a contract for Novo Solutions for $15,195 the first year and $8,945 annually thereafter; the motion was seconded and approved by roll call.
Staff will proceed with contract finalization and schedule the migration and training timeline, and they noted a FEMA documentation deadline that makes timely migration more urgent for certain reporting workflows.
