The Garner Town Council voted on Oct. 21 to change the monthly work‑session start time to 3:00 p.m., a scheduling shift the town manager said would reduce staff evening hours once a month.
Council discussion highlighted two competing concerns: some members argued a daytime start saves staff up to 30 hours a month of after‑hours work and supports staff work‑life balance; others warned it could disenfranchise working council members who have outside employment and make attendance more difficult. Town staff noted some members had indicated they could accommodate the change and that remote participation could be allowed when necessary.
The motion to move the work session time to 3:00 p.m. passed by roll call 3–2: Councilor Matthews and Councilor Behringer voted in favor along with Mayor Pro Tem Vance; Councilor Singleton and Councilor Dellinger opposed. The council then voted to amend the motion so the change would take effect starting with the November work session rather than immediately; that amendment passed by voice vote.
Town staff indicated the change will be implemented in the calendar schedule and the November work session will reflect the updated start time.
