Parish approves design and peer‑review agreements for North Treatment Plant safe room and awards Whitney Bank build‑out contract

The committee authorized the Parish President to enter into an agreement with GIS Engineering LLC for engineering design services related to the North Treatment Plant Safe Room and separately approved a peer‑review agreement with GoTech Inc. Both resolutions were moved by Mister Babin and approved by the committee.
On construction work, the committee awarded parish project 23‑SEW‑01 — replacement of primary pumps as part of the North Treatment Plant UV disinfection project — and authorized the Parish President to execute the contract. The council also awarded a construction contract to BET Construction Inc. for parish project 24‑BLDG‑22 (Whitney Bank build‑out) and issued a notice to proceed. Separately, staff presented a change order that reduces the scope and cost through value engineering; committee members confirmed the net contract numbers during discussion (staff indicated the original budget for the Whitney Bank project was $1,500,000 and value engineering reduced the contract from about $1.385M to $1.335M after a $49,000 reduction).
Council members questioned why both an award and a change order were on the same agenda. Miss Candice (finance) explained bids came in higher than budgeted and value engineering was used to bring the price within the authorized budget. Members asked staff to supply the detailed backup figures; staff confirmed the change order reflected negotiated savings and that the council would be provided the supporting pages cited in the agenda packet.
The committee also introduced an ordinance to rename the Hancock Whitney Bank building the 'Don Schwab Center for Business and Government' and set a public hearing for Nov. 19, 2025, at 6:30 p.m.
These measures were presented as part of routine capital and construction oversight; staff said further details and formal contract documents will be posted in the parish procurement files.
