Red Hook board hires part-time officer and approves three police-service contracts

Hiring: Lieutenant Hildebrand introduced Colin Miller as the board’s recommended hire for a part-time officer. Hildebrand described Miller’s experience as a full-time officer elsewhere, noted community-policing awards and field-training experience, and recommended the board hire him at the fifth-year rate. The board moved, seconded and approved the hire by voice vote. Hildebrand introduced Miller’s spouse, Carmela, and the chair welcomed Miller as a village resident and member of the department.
SRO contract: The board reviewed and authorized the school-resource-officer contract for the 2025–26 school year. The chair said the contract is largely unchanged from prior years but includes a rate increase to reflect higher pay and benefits and added indemnification language recommended by the village attorney (Section 19). The school has reviewed and approved the contract.
Town and Tivoli contracts: Trustees also authorized a revised police-services contract with the Town that incorporates union pay increases (effective June 1) and splits out rates by position; a capital reserve line was added and the chair said discussions will continue about a possible town contribution toward a police vehicle. A separate, variable-rate contract with the village of Tivoli for requested patrols (no fixed patrol count) was also approved.
Board discussion focused on how overtime and call volumes affect patrol allocations, whether mileage is paid monthly under the town contract, and how the town’s contribution toward vehicle replacement would be structured. The chair said staff will continue discussions with the town supervisor about timing and contribution methods.
Next steps: Contracts were authorized for signature by the chair; staff will continue negotiating vehicle-contribution details and provide charts showing rate changes on request.
