The Shawnee Heights Unified School District board unanimously approved an amendment to its owner's representative contract to cover Phase 2 of bond-related work, including construction oversight, design coordination and the warranty period. The motion to approve was moved by Rosa Cavazos and seconded by Rocky Busnets; the vote was 6-0.
Tucker Petticord, who addressed the board during the item, said the Phase 2 scope begins as the district moves from bonding to actual construction. "So the first phase that we're working on right now is the onboarding process for the contractors...this is Phase 2," Petticord said, adding that "that's the lion's share of the work over the next 3 years" and that contractor interviews are scheduled for next week. Petticord also explained the contract is fixed for the outlined scope and that an hourly-rate clause is included only for any additional services staff might request later.
District officials said Phase 2 work is expected to continue through roughly September or October 2028 and will primarily cover contractor coordination, design implementation and warranty oversight after construction. The facility committee will evaluate any proposed additional services and bring recommendations back to the board for approval when necessary.
Board members framed the vote as a necessary administrative step to move planned bond projects into construction. The board approved the amendment by motion with the outcome recorded as approved, 6-0. No public comments were offered during the consent or action portions of the item.
The next steps described by staff include contractor interviews, onboarding and continued oversight by the district and the owner's representative. The board is scheduled to receive regular bond updates and additional project-level details as design and construction progress.
