Board pursues net-zero design for Centerville Middle as part of state CIP request

The Queen Anne's County Board of Education on Oct. 1 approved the district’s state Capital Improvement Plan priorities and directed staff to pursue a net-zero design for Centerville Middle School to improve the state share of construction funding.
Darryl Barrickler, supervisor of facilities and design, described six state-priority projects for FY27–'32. He said the priority 1 project is a Kennard Elementary School HVAC systemic renovation that designer estimates moved from an initial $4 million to closer to $7.8 million after engineering review. Barrickler said the district will request supplemental local match funds for that project.
Barrickler said the Centerville Middle renovation (previously approved at the state level but requiring reapplication because earlier funds were not encumbered) will aim for a net-zero design: photovoltaic panels and associated systems sized to make the building net-zero on an annual energy basis. He told the board that documentation of a net-zero design would increase the district’s state funding share from 50% to 55% for both design and construction.
Other state projects approved as priorities included Kennard roof replacement, Centerville Elementary HVAC systemic replacement and design funding, Mattapeak Middle roof replacement (standing-seam metal roof), and Centerville Elementary fire alarm replacement. Barrickler said deferred FY26 projects will be prioritized in the local CIP ask, and he noted that the state share calculations vary by county wealth measures and program formulas.
The board approved the CIP priorities by voice vote and will submit the package to the Interagency Commission (IAC) to meet the state’s Oct. 5 deadline.
