District says middle-school PE requirement now met but flags missing written substance-use plan

At the Oct. 9 board meeting, Chief of Staff Tiffany Shireman presented the district's annual Division 22 compliance report and said the district's executive team reviewed Oregon Administrative Rules for the prior school year.

Shireman said North Clackamas "believes that North Clackamas was in compliance with all of the required standards with the exception of the 2 listed" on the presentation. She identified one exception as the middle-school physical-education-minute requirement (OAR 581-022-2263), which staff reported was addressed with a new instructional delivery model and is now in compliance as of the first day of the current school year. The second exception is the requirement for a consolidated, written substance-use prevention and intervention plan (OAR 581-022-2045); Shireman said the educational components are in place but the district must reduce those elements to a single written plan that includes policy and professional development and bring that plan before the board for review.

Board members asked whether remaining noncompliance could affect funding. Shireman said there are two concerns: public perception and, if a district failed to come into compliance after a second full year, the Oregon Department of Education could apply consequences that could include holding state general fund funding. She emphasized that ODE typically helps districts return to compliance and that the district has an interdisciplinary team working to finalize the written plan and report to ODE by the November reporting deadline.

No formal board action was taken; Shireman said the district will post a public web report synthesizing the presentation and will return with the consolidated written plan for board review.
