City staff and the city attorney explained that the question before the parks board was a limited one — whether to include the possibility of a covered space conceptually in the master plan — but neighbors said they wanted more clarity on scope and possible locations.
The city attorney noted the original request grew from a small operational need (a covered space for KeizerFest to avoid renting a tent) and cautioned that the term 'pavilion' had led to scope creep. Council asked staff to return with a short report clarifying the proposed verbiage, the outreach plan, and the process steps (including whether a joint work session with the parks board would be appropriate) so community engagement can be expanded before a decision.
No vote on a master-plan amendment was taken that night; council requested staff guidance on scope, outreach and recommended next steps prior to December park-board action.
