Kootenai County GIS recommends small redistricting corrections; commissioners defer larger changes

Dave Christiansen, the county GIS manager, presented the biennial commissioner redistricting evaluation, describing his methodology (applying 2020 Census blocks to current housing structures and averaging recent estimates to produce a 2025 population estimate of 191,100).
Christiansen proposed two mapping corrections: fixing shoreline parcel assignments that were drawn into the wrong district and straightening a utility parcel line in Exhibit 1. He said those corrections affect very few structures — roughly four structures in the river/exhibit areas — and suggested that, absent larger population shifts, the county could defer more extensive adjustments until the next review cycle.
Commissioners asked clarifying questions about which exhibit adjustments would move people between districts and whether the county should make only the mapping corrections or also adopt a recommended balance change. Christiansen said he would prepare the documentation and return the item at the scheduled January meeting.
